Heritage Impact Assessment (HIA)

Expansion of a Specialist Care Facility with new ancillary building and extension to a grade II listed building, NW Ipswich, Suffolk.

East Anglian Heritage was commissioned to undertake the writing of a Heritage Impact Assessment for a application to expand the capabilities of a Specialist Care Facility, which helps people with severe eat disorders and Comorbidities.

Issues

In the pre-application advice the Conservation Officer for the LPA noted a number of concerns regarding the proposal and how the site could be developed giving due regard to the potential impact upon the grade II listed building.

Solution

East Anglian Heritage undertook writing an Heritage Impact Assessment (HIA), this assessment delved into not only countering the perception that the grade II listed building was part of a wider manorial setting. But a large part of the assessment delved into assessing the benefits of the proposal outlining clearly: what type of care is delivered at the location, why the proposal is required, how the design choices reflect the therapeutic need of the services users. 

This was done by using guidance and research form the Medical Scientific community and National Government Departments and Committees. Material form NICE (National Institute for Health and Care Excellence), Health and Social Care Committee of United King Parliament and Medical Journal were assessed and written into the report in a easily understandable way for the consultees and LPA Officer to make an informed judgement on why the HIA concludes that thePublic Benifits of the scheme greatly outweight the less than substanial harm to the grade II listed building.

Outcomes

The HIA was submitted to the LPA as part of the planning application and the LPA Conservation and Design Panel  being supportive of the propsal
